Apache OpenOffice is word-processing software that offers users the ability to compose and format an application form and save it as a PDF file. The program is free to download from the official OpenOffice website.

OpenOffice's text document software allows users to export files as PDFs after writing and formatting them. Users start the process by downloading and installing OpenOffice. After an application form has been created, selecting File and then Export as PDF brings users to a window that allows adjustments to be made to the various file settings. After clicking the Export button, users save the newly created PDF file to their chosen location.
