It is possible to enable USB drives and devices through the Device Manager in most versions of Windows by either scanning for hardware changes or disabling and re-enabling the USB Serial Bus controllers. This procedure may be necessary if the USB ports of the computer stop recognizing devices.

USB ports on a Windows computer can lose the ability to detect new devices, especially if several USB devices have been removed and re-inserted in quick succession. In most cases, using the Scan For New Hardware option in the Device Manager re-enables this functionality. If this doesn't work, disabling and re-enabling the USB Serial Bus controllers forces the USB bus to restart but may cause connectivity interruptions with other connected devices.
