How is wind chill calculated?

Wind chill is calculated with the formula: Wind Chill = 35.74 + 0.6215T – 35.75(V^0.16) + 0.4275T(V^0.16). In the formula, V is the current wind speed measured in miles per hour and T is the current, ambient air temperature measured in degrees Fahrenheit.
Wind chill, measured in degrees, is a quantitative measurement of the wind's cooling effects. Wind increases the rate at which humans, animals and even inanimate objects lose heat, which is why it feels colder outside on windy days than calm days. Wind chill does not measure a temperature change, but rather a perceived temperature change. Wind speeds under 5 miles per hour have no recordable effect on the wind chill temperature.
