What is a 4COP liquor license?

According to the Florida Department of Business and Professional Regulation, a 4COP license permits the sale and consumption of alcohol in regards to businesses. This license applies to establishments, such as bars, restaurants and businesses, that sell packaged alcoholic beverages.
A 4COP license must be obtained through an application submission, which leads to a quota drawing, or it must be purchased from a current holder. A quota license like the 4COP applies for 7,500 residents and is specific to each county. It is regulated by Florida's Department of Business and Professional Regulation's Division of Alcoholic Beverages and Tobacco. Due to high demand, sales of the license can approach six figures.
