A reverse telephone directory can be used in telemarketing campaigns, provided that the phone numbers are not listed on the "Do not call" registry. The registry is only meant for personal landline or cell phone numbers.

The "Do not call" registry, which is handled by the Federal Trade Commission, does not include faxes or phone numbers for business purposes. Once a person has registered his or her number with the registry, a telemarketer is not permitted to call him or her without authorization, except under certain exemptions. A complaint with the FTC can be made if the telemarketer makes an unauthorized call. A fine of $11,000 or less per violation is imposed by FTC.
