The Department of Transportation in the primary state that a business operates is the organization that issues a sticker for the International Fuel Tax Agreement, according to the U.S. Department of Transportation. A list of state Department of Transportation websites is available online from the Federal Highway Administration.
Holders of an IFTA license who display a set of state IFTA decals on their trucks are allowed to operate in all other participating IFTA jurisdictions, explains the DOT. The non-participating jurisdictions are Alaska, Hawaii and the District of Columbia. IFTA license holders file quarterly reports to the primary state. The annual fee for an IFTA license and sticker is approximately $5 per year, as of 2015.
