Green Dot prepaid debit cards can be used at any ATM, but the Green Dot debit card offers fee-free ATM use at more than 24,000 MoneyPass ATMs. MoneyPass ATMs are located throughout the United States, but no foreign locations exist as of 2015. The MoneyPass ATM network also offers a free smartphone app for locating nearby ATMs.

To withdraw money for free from a Green Dot prepaid debit card, locate a MoneyPass ATM, insert the debit card based on the instructions on the machine and follow the on-screen directions to withdraw cash. When the Green Dot prepaid debit card is used at non-network ATMs, a surcharge of $2.50 applies to the transaction.
