No specific person invented Starburst candy as it was invented by a sister company of the Mars company called Opal Fruits. The creations of new candy for the Mars company involved a panel of people who worked together to bring forward a new candy to the public every month.
The name of the well-known candy almost was not used. Mars wanted the name to be M&M Fruit Chews, but the panel that worked on producing the product convinced the company to change it to Starburst after the initial run of the candy. The candy was a hit and has seen many different versions and additional products, like jelly beans and candy canes, added to their line up as well.
