As a comparison, the United States ties with a number of countries at 28th with a 99 percent literacy rate. Nonetheless, many people struggle with reading in the U.S. At least 36 million read at about a third-grade level, which means they often have trouble finding work. Low literacy makes even the most basic task difficult, from paying bills on time to working on a computer to reading a basic instruction manual.
