What does a reading fluency chart measure?

Reading fluency charts measure how many words per minute a student can read. The number of words a student can read per minute is an indicator of the student's reading ability and corresponds to her reading level.
A student's fluency rate can be determined by having a student read a grade-level passage for one minute. The teacher times the student and marks the number of words the student reads correctly. The teacher continues to test the student's fluency rate periodically, marking progress on the fluency chart. Students are typically expected to improve from 10 to 30 words per minute each school year.
