Where do you find rock climb in "Pokemon Diamond"?

Rock Climb, or HM08, is located to the northeast of the hiker's house on Route 217 in "Pokémon Diamond" and "Pokémon Pearl." To use HM08, the player needs the Icicle Badge.

To obtain the necessary Icicle Badge the player needs to defeat the gym leader in Snowpoint City, Candice. Rock Climb can be used, while exploring, to climb certain rocky outcroppings. The move can also be used in battle and has a 20 percent chance of confusing the opponent, in addition to any damage dealt. Rock Climb was first introduced in the Generation IV games "Pokémon Diamond" and "Pokémon Pearl."
