Why does the VA offer CHAMPVA dental insurance?

The U.S. Department of Veterans Affairs offers dental insurance through the Civilian Health and Medical Program to provide dental care for eligible veterans and their dependents. This program is also known as CHAMPVA, as the VA explains.
The VA teamed up with Delta Dental and MetLife to add dental insurance to the CHAMPVA list of benefits beginning in 2013. More than 8 million veterans gained access to the dental insurance benefit, according to the VA. Under the three-year pilot program, veterans and their families lacking other dental coverage were able to purchase one of several dental plans without affecting their entitlement to other VA dental treatment.
