Who decided on the California state flower?

On December 12, 1890, the California State Floral Society chose the golden poppy to be California's state flower. California's legislature officially designated the golden poppy as the state flower on March 2, 1903.

Other names for the golden poppy are the California poppy, Flame Flower, la amapola and Copa de Oro. This wildflower, found throughout the state of California, is in-season from February to September. The blossoms measure 2 to 3 inches long and 1 to 2 inches in diameter, and they come in gold, bronze, scarlet, rose, terra cotta and white. The stalks grow to be about a foot tall.
