To order a NetSpend prepaid debit card, complete the online application at the NetSpend website. As of 2015, there is no charge for ordering or activating a NetSpend card, according to the card's official website.

NetSpend offers a prepaid debit card user a variety of ways to add money to his card, explains NetSpend. The user may elect to deposit funds directly to his account, at no charge, from a bank account or from government benefit payments such as Social Security, Veterans Administration and, in some cases, state unemployment funds. NetSpend charges no fee for direct deposits. A user may also add funds to his card at a reload network location, where fees vary.
