Depending on the state and the user's purpose, it is legal for anyone to access lists of U.S. voters, explains NationBuilder Election Center. Each state's law restricts use based on different criteria. Many states restrict use to political purposes only.
Some states have no restrictions on whom they permit to use this information and for what purpose, according to NationBuilder Election Center. A number of states prohibit commercial use. Though it varies by state, voter registration information minimally includes voter names and addresses along with a record of the elections in which each person votes. Some agencies include more information, such as party affiliation, email address and phone number.
