Who decides where the Super Bowl is played?

The NFL team owners decide where the Super Bowl will be played, based on the cities that have bid to host the event. The vote between the 32 owners is held about four years in advance.
In deciding the winner, the owners consider the size of the host stadium, the number of hotel rooms in proximity, the practice facilities for the players, media accommodations and overall guest experience. According to the NFL, Super Bowl stadiums should have a capacity of 70,000, with at least 30,000 hotel rooms in the area to lodge visitors. The owners tend to favor warm-weather cities or domes in northern areas, but the 2014 event marked the first played in a cold-climate outdoor stadium.
