There are no fees associated with reloading a Visa Gift Card because they cannot be reloaded. Once a Visa Gift Card's balanced has been used, the card must be discarded.

When someone receives a Visa Gift Card, he has access only to the amount of funds the buyer of the card purchased. The receiver of the card is able to use the card just as he would a credit card. The one difference is that once the balance is depleted, the card is no longer usable. If someone wants a re-loadable card that can be used in a fashion similar to the Visa Gift Card, he should buy a Visa Prepaid card.
