The only statewide issue on the 2014 Ohio ballot concerned the funding of public infrastructure projects by issuing bonds of general obligation to the public. The vote passed on the ballot.
There were some local issues on the ballot that were not technically statewide, but which pertained to multiple counties. Namely, the communities of Athens, Niles, Kent, Gates Mills and Youngstown all had a "Community Bill of Rights" fracking ban on the ballot, which would have given the citizens a right to clean water and air, some of which passed, some of which were defeated, and one of which (Kent) was ignored because the city council directly decided to vote to approve it.
