The U. S. House of Representatives is made up of 435 members. Congress passed a law raising the number of representatives from 391 to 435 on April 8, 1911. The Permanent Apportionment Act of 1929 sealed the number there despite any population growth.
The membership of the House of Representatives is based on the population of each state. Reapportionment based on the census takes place every 10 years and determines the number of representatives from each state. Every state has at least one representative in the House. As of November 2014, California has the highest number of representatives at 53. Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming have only one representative each.
