In 1992, the cost of mailing a 1-ounce letter by first-class mail was 29 cents. The rate went into effect in February 1991 and remained until the end of 1994, according to the U.S. Postal Service. The non-denominated "F" stamp was issued for this rate.
Commemorative stamps issued during 1992 included the Winter Olympics, the Summer Olympics, wildflowers, the first voyage of Christopher Columbus and space exploration. All of these were 29 cents. Additional ounces on first-class mail were 23 cents, and postcards took 19-cent stamps. A "makeup" rate stamp was still in use in 1992. It cost four cents but did not show that value on its image-free face.
